  18. No, they do not.  They have regulatory obligations not to sell or cause to be 
  19. sold modems which have not been approved for sale in any given jurisdiction.  
  20. They have contractual obligations not to bypass their distributors in the 
  21. sales process.  Where neither of the above apply, they have an option to 
  22. support or to declare their intention not to support their products.
